Guided by the principle of being a "Good Neighbor," Energy Resources LLC has prioritized local community development and engagement since the commissioning of the Ukhaa khudag project. To foster public participation and integrate stakeholder feedback into our operations, we regularly conduct open-day community consultations. Furthermore, we actively assess our local socioeconomic impacts. To maximize positive outcomes while mitigating potential negative impacts, the company consistently executes long-term projects and initiatives across eight key focus areas.

Local projects and programs

We signed a long-term community development and cooperation agreement with the Umnugobi aimag Governor’s Office in 2017, in accordance with Clause 42.1 of the Minerals Law of Mongolia and the standard form of agreement approved under Government Resolution No. 179. In line with that agreement, we adhere to the principle of funding and implementing inclusive, long-term projects and programmes that foster sustainable development aligned with local characteristics and regional growth policies.

Employee settlement program

To support local demographic stability and foster long-term workforce retention, the company developed the “Uurkhaichin” ger district alongside the “Tsetsii 1” complex, which delivered 650 fully furnished apartments between 2011 and 2013. Expanding its residential infrastructure in 2025, Energy Resources LLC initiated construction on the 300 household “Tsetsii 2A and 2B” apartment complex, successfully commissioning the first phase of 150 units. Furthermore, extensions to the “Uurkhaichin 1 and 2” districts have enabled an additional 122 households to settle in the community. Under long-term employment agreements, Energy Resources provides these residential units to employees free of charge.

Local employment and training program

To promote open recruitment and drive local hiring policies, the company regularly hosts open HR career days in Tsogttsetsii Soum. Additionally, to train local residents and offer stable employment opportunities, Energy Resources LLC operates a specialized Heavy equipment machinery operator training center that delivers comprehensive vocational and professional development programs. To date, Energy Resources has trained and employed more than 1,800 local professionals as heavy equipment machinery specialists.
Washed thermal coal support

Washed thermal coal support

Since 2009, Energy Resources LLC has provided washed thermal coal free of charge to households and public organizations across Umnugobi Aimag. This supply supports the Dalanzadgad thermal power plant as well as other soums, including Tsogttsetsii, Bayan-Ovoo, Bulgan, Khurmen, Mandal-Ovoo, Manlai, Nomgon, Khanbogd, Tsogt-Ovoo, Sevrei, and Khankhongor. Through this initiative, the company contributes directly to regional winter preparation and local energy supply.
Purified drinking water supply

Purified drinking water supply

As part of its broader water infrastructure, Energy Resources LLC meets both operational and domestic water needs while supplying purified drinking water to Tsogttsetsii soum. Utilizing advanced filtration systems, the company purifies high mineral, hard water characteristic of the Gobi region by up to 99 percent, bringing it in full compliance with Mongolian national drinking water standards.
Sustainable livelihood support program

Sustainable livelihood support program

To support small and medium-sized businesses run by local herders and residents, in 2014 we launched the “Herder livelihood support program” together with XacBank, and from 2017 it was expanded into the “Sustainable livelihood support program”. Under the program, the company has deposited a dedicated loan fund with XacBank to provide interest free loans on preferential terms for up to three years, delivering tangible economic support to local small businesses. To date, ₮1.1 billion in interest-free loans has been issued to more than 130 small business owners.

To reduce overcrowding at the Tsogttsetsii soum secondary school and create opportunities for quality education locally, Energy Resources LLC established the “Dream” school and kindergarten complex with a capacity for approximately 1,000 children. Beyond constructing this educational facility, the company has consistently implemented a long-term local education support program to strengthen educational resources in the region.

As part of its initiative to improve regional healthcare access, Energy Resources LLC regularly organizes specialized medical examinations and diagnostics in local communities. In 2025, the company conducted pediatric specialist examinations for children aged 0 to 16 in Tsogttsetsii soum, providing free medical examinations and diagnostic services to approximately 900 children.

“Good neighbor” program

Under the Good neighbor program, Energy Resources LLC has provided annual hay and feed assistance to local herders and emergency reserves across Umnugobi aimag since 2008. Designed to help rural households safely navigate harsh winter and spring conditions, the initiative supplies an annual average of 9,000 to 10,000 bales of hay and 45 to 50 metric tons of livestock feed to local communities.

Community Agroforestry and Green Spaces

To encourage agricultural initiatives among residents of Tsogttsetsii soum, Energy Resources LLC has supported local farming within its established forest belt since 2011. The project enables households to meet their domestic needs with healthy, locally grown potatoes and vegetables while fostering small-scale family business opportunities. In 2025, local households and cooperatives cultivated vegetables across four hectares of the forest belt area, harvesting a total of 15 metric tons of produce.
